STATISTICIAN
Overview
Statisticians apply mathematical tools in the collection, analysis, interpretation and presentation of numerical data. Statisticians contribute to scientific inquiry by applying their knowledge to the design of surveys and experiments; collection, processing and analysis of data and the interpretation of the results.
Statistical techniques can have myriad applications such as the prediction of population growth or economic conditions, providing quality control tests for manufactured products and helping business managers and government officials make decisions.
Statisticians are employed by the Central and state governments, in commerce and industry, universities, teaching and research institutions. They may apply their knowledge and skills to various other professions so their designations can differ between industries.
The Department of Statistics in the Ministry of Planning and Programme Implementation is the apex body in the official statistical system of the country It is the cadre-controlling authority of the Indian Statistical Service (ISS). It is also the administrative department for the Indian Statistical Institute (ISI), an autonomous registered scientific society of national importance. The Department consists of the Central Statistical Organisation (CSO), the National Sample Survey Organisation (NSSO), the Computer Centre and the Pay and Accounts Office.
Nature of Work
In a government department, statisticians provide information on which policies can be based. Whenever computers are used, statisticians process and interpret data and help design and improve systems. There is also scope for statisticians in marketing and market research.
Statistics are used in many different professional areas and specialists in other fields using statistics often have other designations. For instance, economists who use statistical methods on economic data are referred to as econometricians. Biostatisticians and biometricians are statisticians in public health and medicine.
To determine the size of the audience for a particular television programme, television — rating services use the sampling technique — obtaining information by surveying a small portion of the total audience. Rather than survey all viewers they may survey only a few thousand families. Statisticians decide where and how to gather the data. They also determine the type and size of the sample group and develop the appropriate survey questionnaire form. They will also prepare instructions for workers who will collect and tabulate the data. Finally, statisticians will analyse, interpret and summarise the findings using computer software.
Statisticians find interesting opportunities for work in the sphere of planning, industry, commerce, insurance, finance, medical, social and agricultural research. They may work in quality control and product improvement.
While statisticians enjoy a privileged role in the corporate world, as part of the Indian Statistical Service [discussed in detail in a separate chapter], the Reserve Bank of India and other apex financial institutions [mentioned in a related chapter] provide information on which policies can be based. Various public sector organisations, financial institutions in the public/private sector employ statisticians for their analytical and computing skills in various specialised departments.
Work Environment
Normally statistiqians work regular hours in a comfortable office environment. They may have to put in additional hours when deadlines are approaching. Travelling on business may be required from time to time to supervise surveys or provide advisory services on research projects.
Many statisticians work in teaching and also have research responsibilities.
Statisticians use computers extensively to process large amounts of data for statistical modelling and graphical analysis.

Physical and Psychological Requirements
Skill at mathematics, a logical mind, good reasoning ability, the ability to select and interpret essential facts and figures are required. Statisticians need persistence in order to identify, analyse and apply basic principles to technical problems, numerical and analytical skills.
Good communication skills are important for prospective statisticians to enable them to interact with others, including non-mathematicians, and to be able to explain and discuss proposed solutions to problems. A solid understanding of business and economy is important for those who plan to work in private industry Since computers are used extensively in statistical applications, statisticians must be comfortable and proficient in the use of computers.
Statisticians in government services should have interest in politics and social affairs, analytical powers, resilience to be able to persevere when events prove research and theories wrong and when suggestions are being ignored, the ability to explain complex research findings to lay people.
At the bureaucratic level, patience, scrupulous attention to detail, a sense of responsibility, willingness to take orders, ability to work both independently and as a team are skills required to be successful and well-adjusted in the set-up.
Study /Training
Statistics for higher studies can commence at the Plus Two level. The foundation for specialised study is laid in a 3-year Bachelor's degree programme after which is the 2-year Master's degree. Becoming a statistician is possible only after a Master's degree. Most statisticians who wish to move to higher research or advisory positions also complete doctoral studies.
In an undergraduate programme with a major/honours in statistics, allied subjects are usually Economics, Maths or Biological/Physical Sciences. Admission is possible for those who had successfully completed Plus Two with Maths and English. The specialised Statistics course may be termed BStat (Bachelor of Statistics) at the graduation level and MStat (Master of Statistics) at the postgraduate level.
Statistics at the Master's degree is offered both in the arts and science streams. It is also possible to gain entry into the Master's degree Statistics course after a major in Mathematics at the graduation level. Admissions to the Master's degree programmes are usually through an entrance test.
Master's degree-holders in Statistics can also opt for Master of Science in Quantitative Economics, MTech Computer Science or in Quality, Reliability and Operations Research.
Employment Prospects
Statisticians are recruited in the government through entry processes of the Indian Statistical Service [discussed in a separate chapter]. They may also join financial institutions in the private sector or public sector. Apex financial institutions like the RBI, NABARD, etc., also employ statisticians in their specialised departments {refer Chapter: Apex Financial Institutions}. Organisations like the NSSO also employ statisticians and for investigators the level of education is graduation.
Statisticians find positions in agricultural demography and consumer research. Many seek placement in alternate occupations where their skills can be utilised. Statisticians find alternative occupations in operations research, systems analysis, market research and actuarial science and in quality control and product improvement.
Starting emoluments are usually above Rs. 10,000 and in private industry it may be more. Much depends on the individual, the reputation of the training institution and the business profile of the employer.
Career Progression
In the government and public sector organisations, it is expected that within 20-22 years most statisticians would be close to the top of their hierarchy. At senior levels, promotions become selective where earlier they were time-bound and hence according to seniority The rich work experience of years of working for the large government machinery can hold statisticians in good stead for higher-level placements in international agencies or advisory positions in industry or specialised research institutions.
